Have you looked at the tank? is it dented?
There's a 2 way valve that relieves the pressure from the tank as it is filled. I suppose that could be your issue but I have no experience with this. I believe this runs to the charcoal canister under the hood.

There's a possibility you don't have to drop the tank. On certain EF's You can remove the back seat and access it from the top. On my 91 hatchy I had to drop the tank. I have no idea about sedans.

A friend had the same thing happen to his very old jeep. We dropped the tank and found it was 1/2 filled with water. The o-ring on the sending unit had rotted so badly that it was just rattling around in the hole. I suspect that's where (over time) rain had seeped in.

While i did a search on this subject I found a thread discussing this question. Some VW owner though, it ended up being a dummy half gas tank used for smuggling, the repair shop found that half of the tank was walled off and packed with cash.
That would have been nice. Dropped tank replaced rubber hose sock was there same problem. Replaced pump. Problem solved. New one to me.
