Got to start tracing grounds and wire harnesses. Its clear you have a short circuit thats activated by either the switch or your tail lights, perhaps something under the dash around the pedal. Has any of the wiring under the dash, above the pedals been modified? for an alarm perhaps? Ive seen some hack jobs which had wires getting pulled from the movement of pedals.
Good advice, I had the exact thing once, there was a short between socket pins on taillight, would blow the fuse. You can check with a meter. Also, make sure rain can't get in. Mine was on a '91, but same thing.

I had a problem like that on my accord. It turns out every time i would honk the horn it would blow. Brake lights and shifter lock would go out as well (same circuit) what the problem was, was that one of the horn wires was grounded to the chassis. Could not find it for the life of me until i taped the horn button down and started wiggling wires and saw the spark and the horn stop.
