Rust at bottom of door w/ pics - fix or replace

I noticed a rust-colored stain on the outside bottom of the drivers door on my 2000 Civic Coupe over the weekend. Color is VSM. I had been in NH the day before and it's covered in salt and road sand.

Not a great pics, but THIS is what it looks like from the inside. You get the idea.

Tough to find VSM bodywork in acceptable condition, so I'm thinking a good door will need to be completely painted anyway.
At very least, this one is dent free and paint matches the rest of the car. With that in mind, am I better off trying to cut this section out, or POR15-ing it or something. Most of it's hidden, so it doesn't need to be pretty.
I am not body-work savvy and just looking for some opinions. This car is daily and a lot the bodywork is dented already.

even if you put a new door skin on the door shell there still will be hot spots in the shell( that would be the best way to get to as much rust as possible. then bodywax after painted ) or find a used door that is in really good shape (from 100 - 150 bucks)
