2000 civic ex obd2 not responding

Default 2000 civic ex iacv keeps failing

Seems like I'm missing something here. I replaced my IACV about 2 months ago and now it seems like it's failing intermittently. I can't tell for sure because my OBD port won't link with a scanner. Trying to fix that problem separately. Any reason why the IACV would keep failing? Replaced air filter, Good fluid levels.

Is your check engine light on?

You don't have to use a scanner.

Yes, CEL is on. I'll try the paper clip. It only comes on after I clear it by pulling thefuse if I rev the engine in park to get the fan to come on. Then it idles rough and CEL is on. Clear thecode, let the fan come on in it's own time... no code no rough idle. Maybe I'll just be patient and let the fan come on naturally. I was checking the new thermostat and temp sending unit when I found this stuff out. Car was in rough shape when I got it. New head gasket,thermostat, temp sending unit, broken connector on vtec solenoid, burned out cat converter. Learning as I go.

I got a 98 Civic LX that comes up no link on my scan tool. Checked all the fuses under hood, are there any in the dash I should check? My connector was just pushed in the kick panel wasn't attached at all.

Any help would be good as I have a CEL on
