Default fuel pump placement?

Just did the fuel pump and I now notice that when the fuel level gets to about 1/4 or so, I'll have the engine randomly loose all power suddenly returning if I keep the pedal down... Seems to go away entirely for a couple days if I top of the car again.

When re placing the pump assembly, I had to give it a bit of force to go down into the tank and get the big threaded ring back on at the top. Not a huge amount but took some effort. Is this normal? Thinking I may be huge up on something down there and the strainer is at a higher level then normal, leading me to suck up air with the tank low on fuel.
