My 92 Honda Civic wipers are slow (sluggish) to start moving but after 30 seconds or so they start to "catch up". Is this a problem with the motor or is there something else I can do to check this out? like a fuse... relay or something simple rather than replacing the motor?

 

If the fuse was blown the motor wouldn't work at all. I would just replace the motor if waiting the extra 30 seconds isn't working for you.
