Default Can't maintain cold idle at all

The patient: Accord Wagon H22 boosted- Euro R intake manifold and modified TB with idle setting screw.
IACV relocated to the firewall using Rosko stuff.
Neptune RTP on board- tuned.
When starting the car I have to keep TB opened a bit for a while. When the car gets some temperature it keeps 1000rpms as set. But braking or full turning chokes the engine and causes stall. If I don't it dies in sec. The engine never tried to reach up to 1600 rpms as set in Neptune.
Replaced two IACVs- no change.
I checked if IACV got +12V and ground when running on proper pins- they're OK.
Checked also if IACV clicked when got power and ground directly from the battery- OK.

Below idle settings:

What should I check more? Any ideas?
Thanks
Tom

turn your target idle way up and see if it tries to match it when warm.

Sounds like the IAC is bad tho.

When hot (even half-hot) the engine keeps set idle. Doesn't bounce.
