difficult steering
My 90 hatch have been sitting pretty much the whole summer. I started driving the car again about a month ago and the steering wheel seemed harder to turn than I remembered but I thought that it was because I been driving vehicles with power steering and just need to get used to it again. But, I notice (occasionally) that when I make a turn the steering wheel doesn't turn back by itself; so when making a U turn I have to counter turn to straighten it out. I also fight with the steering when I hit uneven roads to keep it straight. The car had an alignment done in late Nov. of 2011 and it drove fine before putting it away for the summer.
Tie rod and ball joint were checked and seems fine. I put a pry bar to it to see if it has a lot of movement, I turned the tires left and right to see if there is a lot of play in the steering rack and checked tire pressure but it all seems fine.
This is starting to get frustrating. What can be causing this to happen?

Since I can't figure out what is going on I'm considering replacing what I can from the ball joints, steering rack, and maybe the bushings.
I been looking at the ebay ball joint kits and thinking about getting that as to start out. Or, should I start out with the steering rack? What are you guys experience (pros & cons) with the ball joint kit from ebay and who do recommend purchasing from.
As for removing the steering rack is it a pretty straight forward weekend job or is there more to it? Can we install a power steering rack in our vehicle that was not equip with one? I read a thread here once where they just loop the input and output of the fluid lines and it works fine without the steering pump. Any inputs or experience on this set up in our cars?

I've got a complete brand new eBay control arm/ball joint/tie rod end set for sale. $85 shipped (vs $130 on eBay). Got it for my friend's EF and we never got around to installing it.
