97 Honda Civic DX - power surges and speedometer "bounces"

Default 97 Honda Civic DX - power surges and speedometer "bounces"

driving down the road and speedometer suddenly falls to 0 and check engine light comes on. shortly after, the speedometer begins bouncing all over the place and power to headlights and dashboard/radio lights surge. any ideas?

possible blown fuse? really need help, dont want to have to pay garage fees again

check all batt leads an conection also your grounds
