Top port on Tial wastegate used with a manual boost controller???

Top port on Tial wastegate used with a manual boost controller???
I have a vaccum source hooked up to the side of the boost controller and I have a hose running from the bottom port on the boost controller to the side port of my Tial. Is this right? My boost is inconsistent. Please help.

i think top goes to boost controller and side goes to vaccum ..

when using a manual boost controller you only use the lower port on the wastegate. the top port is for use with an electronic boost controller
