most people I ask say its the Cat, but I wanted some other opinions before I shell out the money for a new cat. Any help would be appricated

Well...is the rest of the ignition and fuel system in good operating condition as well?
I mean, it is not going to make a huge difference, but make sure your plugs, wires, dist. cap and rotor, pcv valve, air filter, and fuel filter are good are new. You can also make sure your ignition timing is within spec.
Just some other things to look at, but, at 18 years old...it could be the cat.

CO2 tells you how your cat converter is working. anything 14+% means your cat is working like it should. i would look into a o2 sensor and maybe doing a valve adjustment
