Does the wire(s) from the connecter that conects to the fan conector split anywhere or is it not connected properly to the wiring harness from when you did the swap?

Coolant sensor! You can put it direct by the plug if you want

Is the temping gauge showing hot? If it is and the fans don't come on, carefully check for a big difference in temp between the upper and lower radiator hoses. If one hose is cool enough that you can get your hand around it but the other hose is so hot that you can barely touch it, you probably have a bad thermostat. That would cause your fans to not turn on.

Sorry if the 98 isn't the same as the older ones, but if the fan temp switch is in the bottom of the radiator like the older ones, and old radiator can build up goop in the bottom completely covering the sensor not allowing enough heat against it to turn it on.
Have you tested for a bad relay?

Fan switch is in the head.

If the fans come on with the AC then it is likely either the thermostat or the fan switch.
