Default RPM Issues

I have a 1998 Civic EX with A B16A2 swap. The issue is that after 4000-5000 rpm, RPM spikes from 4000-7000 with pressing the gas. There are no CELs and it idles fine. I can hear the engine running properly but the rpm goes bananas after 4-5k rpms.

Here are some things I've done before this issue happened:
-Swapped GSR ecu to the stock SI ecu. (Car came in with 96 GSR ECU).
-Replaced all 02 sensors.
-Repalced IAC Valve
-Changed all spark plugs and spark plug wires with NGK parts.
-I used to run 87 but changed to 93 because I didn't know B series engine run premium gas.
-Changed oil but I think I put too much. I added an extra 1/2 quart. I'm about to drain it and put the correct amount of oil.
-Changed fuel filter.

I think it is the ignition control module but I might be wrong. The car was hacked and I'm in the process of fixing all the issues. The rpm was ok with the GSR Ecu but I can't say the SI ECU is the problem because my car is running properly. Any inputs is greatly appreciated.
