Default No Fuel Pressure?

Whats up guys. So, crazy story. Recently replaced the batt in my rex, cuz i drained the old one. Hooked it up, ran fine. Filled her up with fuel, and drove her around a bit. Checked back a couple days later to head somewhere, and the thing is starting and running weird, almost like its out of fuel. Checked under the hood, and noticed the main ECU power wire wasnt hooked in right (i have no idea how it was even running before). Hook it back in, and turn the key to prime the pump. It only primes to about 20psi (i have an AFPR with a guage), and bogs when it starts. Tried a couple more times and kind of had it running, then no go again. Now can't really hear the fuel pump priming, and no pressure higher than 20 psi (i think i remember it needs 30 to run). Possibilities: 1. bad pump (doubt it). 2. ECU needs flashed...? 3. Car out of fuel (seems likely, but just filled up then drove 2 miles...). Other ideas?
