Honda civic idle is to high help
Check for vacuum leaks, make sure all of your lines are hooked up correctly, and follow the FSM procedure for adjusting idle. Is the CEL on? Does it work?
Does your intake manifold match the long block? (D16y8=D16y8) or is it like a mini-me?
-Vacuum leak
-need to bleed air in coolant
-IACV or FITV is not functioning properly
-TPS is toast (doubtful)
Do the typical test with carb cleaner sprayed onto the gasket at the throttle body, intake gasket, and vacuum lines. If it bogs then there is where to start with your leak. Also, a smoke machine is a good test but you would need to know a mechanic most likely.

Yeah it's a complete swap not mini swap. I will check the 4 things you guys told me and I will post back and see if they were the problem. Thank you guys for the help..
