98 Civic Cranks but Wont Start

Default 98 Civic Cranks but Wont Start

As the title says I have a 98 civic hatch that cranks but wont start. The car ran 100% fine, then I got a new car and parked it. As with all good intentions I cranked it every once in a while for a bit then neglected it completely for about 2 years. Now i'm trying to get it running again and running into issues.

-I changed the battery, spark plugs, and the fuse under the driver's dash to new ones.
-I am getting spark.
-I'm not getting any CEL codes.
-The motor is stock.

The only issue that I can see right off the bat is that the fuel pump doesn't sound like it's priming. Prior to today my gas gauge wasn't registering that I had any gas, but after letting the key sit on II for about 10 minutes it started to register that there is gas, but still no fuel pump prime.

The gas IS old. Like 2 years old so I know it's junk. I put 2 gallons in plus fuel cleaner (or whatever it's called) to try to clean it up long enough to take it to have it changed. (Should I top it off with premium gas? Will that help anything at all?)

I believe the next logical step is either the fuel relay or the fuel pump itself, but I wanted to come here first before dumping money into areas that don't need it. I think i've covered all the usual questions, but if I haven't please let me know and i'll provide those answers.

You can check for power at the relay or the pump, if you don't have a circuit tester they are dirt cheap. Is your check engine light still coming on for a few seconds and then shutting off when you turn your key to the on position?

Yeah. When i'm in the II position the CEL light does come on for about 2 seconds. I'll try to get a tester tomorrow, I have to work so hopefully I have light after to buy one.
