Default electrical issue

My brother's integra is not powering up the cd player in his car in acc II.
it will power on in acc I,but will not in acc II or start.whats the deal?

thanks for any help!

fuses look ok,wiring looks ok.was working fine before, just all the sudden stopped.every time we put a new fuse in it,it seems to fix the problem for a minute until it happens again soon.

i just pulled the fuse for the cd player and stuck my multimeter in it.
it shows 12.xxv in acc I.
it shows 9.7v in acc II

help please its really dark and we need this fixed before the morning..

we've pretty much ruled it out to be something before the fuse..I just dont know what powers the fuse or what leads to the fuse..anybody??

Sounds like an ign. switch problem, acc. power for the HU is on the ign. switch acc. circuit, hot in acc. and run, [ign. II and ign. III, it sounds like there is a connection problem on the acc. circuit of the ign. switch when in the run position, [ign. III].

Check the voltage of the black/yellow and yellow leads, [also blue/white if pre 94] at the ign. switch harness. 94
