Is it possible...
I have a 1990 Acura Integra LS I bought recently, it has a b18b1 motor, I would like to change it from OBD0 to OBD1 or OBD2 is this possible and if so what all do I need to change?
I am relatively new to working on cars... From what I have been able to gather from forums so far is that I would need a new ecu, distrubtor, and o2 sensor... Is that all I would have to change?

What is your goal? Just to switch to a different, newer version of OBD which will increase the scrutiny by which your emissions is measured? (Your answer here should be no). Or are you trying to switch to an engine from a different year? Judging by the way you framed your question, I'm guessing the former. Please give us some insight in your thought process.
Ah sorry, my goal is to turbo the car and I would like to use the s300 by hondata as I have been told it is the best by a few people, it uses the OBD1 connector. Emissions isn't an issue really as where I live isn't to strict on it.. Also right now I can't hook a code reader up to it and its really annoying using jumpers to get the code when I own and obd1 / obd2 code reader.

For S300, go OBD1. It looks like you would need an OBD0 to OBD1 jumper harness and an OBD1 distributor:
