Icon2 Hesitation After New Ignition Switch

I have a 99 Honda Accord EX and I am like some of the people who have stated that they have had stalling problems. It did it for about three weeks and stopped stalling. Last week, when I turn my key, it would not crank on the first turn, finally after fourth turn, it cranks. I have had a starter put in as well back in May 2012. So, I had the ignition switch changed out today and it seems like it was hesitating. Any advice? Thanks.

What is "hesitating"? The engine or the starter.

Now, it starts back to not cranking up even after the new ignition switch. Do I have to put my foot on brake when cranking up? I have an automatic transmission. Thank you.
