need help

I have a 97 civic with a d16y7. What is the broken part on the picture? need to replace it.

Looks like a camshaft end cap...
How did it get that way in the first place?

there was oil leaking from the top of the valve cover becasue the bolt was loose. when i tried to tighten it i heard something break. i removed the valve cover and found that.
