speedo hesitates till about 15mph?
This might be a symptom, of the bad solder connection problem. Has it just started?
Do you get a CEl light?
I would think Honda would issue a TSB to get this inspected / fixed, as I see this problem mentioned frequently.

This is mentioned frequently? That stinks. I know my tach hesitated because I was experimenting with making new gauge faces (turned out successful) but I pulled the tach needle too hard and it started to hesitate in a similar fashion between 3-4k RPMs.
Have you ever taken your cluster apart for any reason? Is this newly arisen or did you just buy this car or cluster?
If you have a friend, swap his cluster in real quick to see if its a bad unit, if it is, you can buy just the speedo gauge on ebay for cheaper than a whole cluster and just replace that....your odometer wont match up but your speedo will now work.
