rpms rev to only 7k, redline is 8k. NEED HELP!

Icon2 rpms rev to only 7k, redline is 8k. NEED HELP!

So I have a 99 Si, ls vtec with a gsr head and gsr transmission. I believe its a stock Si ECU but I will double check that. It was redlining at about 8500rpms and a couple days ago it started redlining at 7000rpms and still is. Anybody know why its doing this??? I always baby my car and every now and then like to get on it like anybody else does. I've only redlined it at 8500 a few times.
Any help would be appreciated it

Vtec is probably not engaging.

Is it actually hitting a limiter?

If vtec is not working it will still rev to 8500, it just would take longer to get there.

The 99-00 SI Ecu has fuel cut at 8,200. I had one. If thats what he is using, that would be the correct fuel cut.
