Default 1995 Civic VX - GSR swap - early fuel cut

I have a 1995 VX hatchback I recently put a GSR motor in from a 1995 Integra GSR 4 door - USDM B18C1. Completely stock rebuild, OBD1 P72 ECU, new NGK spark plugs, NGK wires, TD68U distributor, OE valve adjust, ignition timing, etc, etc. Only aftermarket modification is a cheapo short ram intake because the donor car had no intake.

Been getting on it harder since the rebuild and it's cutting out at aprox. 7k rpm. Feels like fuel cutoff / rev. limiter.

I tried swapping a known good ECU and distributor from a friend's GSR with no luck.

I have no DTC's. MIL not on.

As I understand, fuel cut should be 8200 rpm.

Any help is appreciated. Thanks in advance.

Yes. Fully warmed up, fan cycling normally.

Any leads would be greatly appreciated... I hate to just start poking random sensors trying to figure out what's going on. Even a thought or something you've seen before would be a good start. I'd like to formulate some plan of attack rather than just kinda check everything, starting at some of the more logical spots.

I'm fairly certain the tach is on - checked with a timing light at idle.

Could be speed sensor? Knock sensor? I dunno.. just trying to figure something out before shotgunning it.

Swapped a gauge cluster from a SI (9k tach) and it worked normally. VX tach must not read normally in the higher rpm range.

Does anyone know if I can just swap the tach out from an auto cluster (since they're only $50 on ebay) or need a whole manual trans cluster?
