Injectors are not spraying obd0 b16 crx

Back story:
I stored my obd0 b16 crx 4 years ago and everything worked fine when stored.
Tried to start it today and I have:
compression
spark
2 clicks from main relay
no check engine lights
fuel to fuel rail
The problem:
0 injectors are spraying. I am reading 12 volts at the injector. Since I have a resistor box I think I should be getting 5 or so volts to the injectors when the key is in the on position. Is that correct?
What are some common fixes associated with this problem? I use to know all this stuff years ago when I was building my crx but now it is all foreign to me.

Have you measured the fuel pressure?
Maybe your injectors are clogged from sitting so long.
With the key in ON(II), do they click if you ground the injector ground wire?

2) All 4 injectors could be clogged, but I figured that is pretty rare because at least one would trickle something
3) I will go ground them and report back.

Yes they all click when grounded and my fuel pressure dropped to zero each time I grounded one of them. At least we know they are not clogged and they work. What does this result tell you?

not sure if I am doing this right, but this is what I did:
1 lead on A1 and other lead on A3 and so on for each of them I got 16.1 reading
1 lead on A1 other lead grounded ohm meter didn't change.

If all terminals have continuity to body ground, then swap in a known good ECU to see if the engine fires up and runs.
