Default is fuel level in a 4th gen vtec prelude regulated by pressure or floating sensor?

how exactly is it regulated? i recently took off the head and also disconnected the fuel lines. the gas tank was pretty emtpy. i just filled it up with 4 gallons and its still reading empty. the digital sensor on the dash was reading fine before the rebuild so i doubt i went bad. is pressure involved? do i need to rebuild pressure in the gas line or is the sensor in the tank stuck? all in all after the rebuild ive only ran it a good twenty minutes. at idle.

It's a floating sensor.

u think the sensor in the tank went bad? are there any wire clips/plugins in the engine bay that relate to the fuel sensor?
