99 civic ex coupe 5spd idling high

I'm new to the forum and to owning Hondas. Just bought it, have a few bugs to work out, suggestions/personal experience would be appreciated.
I have a stock 99 civic ex coupe 5spd.
When I'm braking or coasting the engine idles at 1500 rpm.
When I come to a complete stop it still idles at 1500 for a few seconds then drops to about 700 rpm.
When I first start the car it idles at 2000 and drops down between 1500 and 1000rpm after a few minutes.
Also the CEL is not lit
I searched around some other threads and it seems like it could be the IACV, although my RPMs don't bounce from low to high the way most describe.
The previous owner said he cleaned the IACV, but Id have to do it myself before I could rule that out as the problem.
Has anyone else experienced this problem or know what might cause it?
