BUY SOME PAINT OF COURSE, pastel colors preferably =0
sand them down with some 100 grit sand paper or brillo pad or steel wool.
either dis mount the tires, or take some playing card and wedge them between the lip and the tire to not get overspray on the tires...
give the rims a couple good coats, let them dry really good, scuff them up with the brillo pad and spray them again, either coat them with clearcoat or dullcote and leave them out in the sun to dry the rest of the day
when yer done they should look gangster like this.............
