CEL no Codes and.....
i have a CEL on, i went to an auto shop to get the codes but they told me it dint give any codes. there was no codes. CEL turns on when the engine is on, but when its off no CEL. also, my speedometer is stuck on 20mph as soon as you start the engine, earlier i was driving around was trying to hit the floor when suddenly my speedo worked, then i turned off my engine then its back to not reading my speed. -_- anybody who can help me with this? thanks
EDIT:
sorry about that, its a 99 honda civic EX d15b engine, i just bought it 2 weeks ago, and im not sure if the previous owner also changed the ECU but i opened the kick panel and i see some code that has a "P2P" in the middle which i assume an OBD2 ECU.

If no code is retrieved, then check whether the 7.5A hood Back Up fuse is blown.
ok so after buying a new 7.5a fuse for the hood Back Up fuse, and jumping the service connector wire. it still doesnt give me any code, it just light up the CEL on.
yes both have voltages.
CEL turned on right after i started the engine. drove it for 10 mins, no blown fuse, turned the engine off, jump the connector, turned ignition to II CEL light steady.

Next time when CEL turns on, leave the engine running while you jump the service connector. Are you sure you have an OBD2 ECU? Post pictures.
yes i have an OBD2 ECU

What is this? i dont exactly sure what this is or if this is important but i know that something is not right in here. the black relay on the right image is suppose to be in that "L" shape thing in the middle image right? its broken.

so is there a way to make the ecu not look for the vtec, pressure switch and the knock sensor? or should i just swap my ecu to a non-vtec ecu?
