Default CEL no Codes and.....

i have a CEL on, i went to an auto shop to get the codes but they told me it dint give any codes. there was no codes. CEL turns on when the engine is on, but when its off no CEL. also, my speedometer is stuck on 20mph as soon as you start the engine, earlier i was driving around was trying to hit the floor when suddenly my speedo worked, then i turned off my engine then its back to not reading my speed. -_- anybody who can help me with this? thanks

EDIT:
sorry about that, its a 99 honda civic EX d15b engine, i just bought it 2 weeks ago, and im not sure if the previous owner also changed the ECU but i opened the kick panel and i see some code that has a "P2P" in the middle which i assume an OBD2 ECU.

Click on the Codes sticky at the top. This will show you how to pull the codes yourself without a special tool. Do this to see whether you are able to pull any codes.

Yes, try to pull the code anyway.

If no code is retrieved, then check whether the 7.5A hood Back Up fuse is blown.

Put in a fresh 7.5A fuse and then monitor whether it blows again.

If the Back Up fuse does not blow again, pull the codes the next time the CEL stays on while driving.

  • Make sure the fuse did not blow again
  • Drive the car until the CEL turns on and then and only then jump the service connector.

Does the fuse have voltage on BOTH top tabs?

drove it for 10 min
Did the CEL turn on during the 10 min drive?

Next time when CEL turns on, leave the engine running while you jump the service connector. Are you sure you have an OBD2 ECU? Post pictures.

Can you take a picture of the label attached to the side of the ECU?

The P2P ECU looks for the VTEC solenoid and pressure switch, as well as a knock sensor.
