Progress RSB for Honda Fit GE8 issue and question, is this just a brace?

My question, based on the design being different from any RSB i've seen: is it a real sway? is this worth getting for the track? with it produce predictable throttle lift oversteer? is this bogus and just a underbrace?
Is this really a rear sway bar? it looks like just a bar to connect the suspension points but sway bars usually are connected to the rear subframe from what I understood. The Honda Fit has a Torsion-Beam Rear Suspension so would this bar be more like a underbrace or strut bar than an actual sway bar? Please see images below of the bar, hardware and mounting points.
Please note that all this bar has is 6 bolts that are connecting the bar (3 on each side) to the perch which holds the springs....
PS: i've ran a search already, this debate is on FitFreak but I wanted your input because we are slightly more technical than folks on FitFreak.. Thanks in advance for your responces.

The only question that would separate the bar from either being a sway bar or a chassis reinforcement is whether or not the parts it's bolted onto move.
Chassis braces limit chassis flex, a sway bar restricts motion of the suspensions independent parts.
So if those "perches" move, then yes, technically to me it's a sway bar.

So Solbrothers because I know you either own a fit or you know a lot about them, was the RSB for the GD3 the same design? If you had a GE8 would you get this part? I want to have predictable oversteer as I understand well enough now how to use throttle lift to get my car to rotate. I also don't mind if the ride becomes harsher from what people said on Fitfreak
