Default Sputtering in any gear at crusing speeds?!?!?!

ok guys....this is my situation. I recently just finished my crx built with a b16/obd1 motor. the car just recently got tuned twice in PA. I say twice, because the first tune session threw a TPS sensor that needed to be replaced and i also placed in a walboro 255 pump. Anyhow, after the second tune on this past monday, the car was perfect, no CEL, tune good, drove back to NJ great. As of thursday afternoon i started realizing the car was sputtering in any gear at crusing speeds. The car at starts up was pretty decent with idle, maintaining a almost constant 1 grand+ idle. After warm up i noticed a slight surge from 500-1 grand+ rpms...which is sometimes would correct itself after surging 4-5 times, but not always.
So my annoying a** problem is this crazy sputter that now happens in every gear plus a irregular idle at times. Now i mentioned that the car did get completely tuned and was running totally perfect as a basis to give you guys info. Im not blaming the tune at all, just dont know if that has anything to do with the issue, but i dont see how that could. More info: Practically everything in the engine bay is new, so i dont know what to check. Wires, plugs, cap, rotor, dizzy, fuel filter, fuel pump, injectors...all new....plus TPS sensor throttle body, ...all new. Im saying this because when i searched the issue here and on google thats all the things that come up. Also..the car is not throwing any check engine lights at all, even when the idle becomes real lumpy at some stops. the only other thing that i havent checked yet, and my mechanic said that is can possible be is the IAC valve....and that i can possible take it off and clean it.....but can this little thing be causing this nagging issue!!! Im just frustrated guys because it has taken me 4 years to finally complete this clean project, i get it tuned and it runs great, and then two days later,,,this dam annoying issue. Thank you guys for any help...

Was the new TPS voltage calibrated followed by an ECU reset?

Check the timing again, may have changed. I would also suspect the ignition coil. I know it's new, but I bought one online that failed almost right away.

I would assume the tuner did tht following the second tune, but I can contact them today and ask as well.

ok, i final got a chance being back in town to work on the car. I forgot to look at the o2 sensor to see if that was new or not, i guess because i was so focused on getting the idle air control valve off and cleaning it. Well i got the valve off, cleaned it with brake cleaner, let it dry for about 30 mins, and then put everything back. When i went to go test drive the car, the sputtering prob was gone, and i was excited as hell. I made sure that i tried constant speeds in all gears and there was no sputtering. So being excited and all, i decided to drive the car to work tonight for my overnight shift. Well after letting the car sit for about 2-3 hours onlyyyyy, the car starting sputtering on my way to work!!! i first noticed that it was occuring in 5th gear, and then i shifted to 4th...sammme ****!! Now the sputtering actually feels worse then it did last thursday when it first started!! So, need less to say, i thought i wrapped up this problem, but i guess not. So tommorrow, one i get off at 7am, ima try to clean it once more, hoping that possible i didnt clean it enough. And if that works, then im going to start checking other things out. Prrreetttty pissed...ohh,,i forgot, i did reach out to my tuner and he already offered to me that if i wanted to bring it back to him, he said i could. I just want to try to rule out some things before i go drive bout an hour away for him to see it...and still no CEL lights..

Yes the ignitor is inside the dizzy. Offically known as the ignition control moduale. Do you have an aftermarket fuel pressure regulator?
