CEL stays solid

i have fixed all of my cel codes, now it just stays solid when i jump the car, i read somewhere it could be a bad ecu but i dont understand how the car runs perfectly fine with a "bad ecu" so i tried my friends phearable vtec ecu with my eprom chip, still same code, anyone have any idea what this could be?
Car Info:
-00 Civic Ex (OBD2B Harness)
-B20 (stock)/GSR trans (stock)
-2005 Gauge Cluster
-Phearable non-vtec ecu (OBD1)

obd1 or 2? check blue plug by ECU. 2 wire plug, does it have a jump between the 2 wires? if so, you have no codes, but because it is jumped the light always stays on.

the light is solid(dim) when normal driving, i have a shift light at 6800rpms so cel brightens up at 6800rpm
when i park the car, turn it off, and jump the ecu, turn the key two clicks and the light starts dim then gets bright and doesnt blink

Read the Helpful Tips in the first post of the Codes sticky to learn how to retrieve the code. You are losing the code when you turn off the car.
