would riviting the holes shut work??? i dont see why it wouldnt.

You can use grommets and plugs to fill the holes as well

You could probably get away with something like JB Weld to cosmetically fill the bolt holes. Like mentioned above, this question is broad.

is a general question for holes in general. riviting them shut.

I tried shaving a bay without welding, any holes without threads everything just breaks right through. I used a cheap Harbor Fright welder ($100) and it works good. I also used "All Metal" body filler which is a metal based filler and ALOT stronger than plastic fillers.

I could see Quiksteel putty working well for this application instead of welding or riviting.

Welding and grinding is the best way to get a smooth finish that will last. Rivets will leave bumps and won't give a very good "shaved" look, and most fillers will not stand the heat and stress in an engine bay.
