Default 94 civic/1st gen b16 swap - surging idle problem

I have a 94 civic with a 1st gen b16 that has a bit of a weird kind of "idle." Ive cleaned my IACV & FITV. The car runs good and everything but the problem i have is it likes to rev sorta by itself. I just put my FITV back in and started the car normally. I rev'd it up and the same thing happens... Rev it to 2k and it'll drop quick but stop short at 1k and move slightly up to 1.5k on its own then back to normal or a little below normal and a quick shudder.

The whole reason i cleaned both those was cause my car has been acting quite weird lately. Id be coasting in neutral and hit a couple bumps and my car would randomly rev up itself. Never real high but to about 1k on average then when id come to a stop rpm's would drop and the car will shudder and feel like it's gonna die but i rev it back up as to avoid that.

Ive changed the spark plugs, wires, oil, fuel pump all recently and have checked and added more engine grounds. What am i missing?

If uv taken the iacv off make sure the 8 shaped gasket is in between the iacv and the manifold and do u have any CEL?

Gaskets are still there and not a single cel.

200+ views and nothing. Changing out my oil pan and pick up since they were damaged. Doubt that'd do anything but it's a bump.

vacuum leaks is one of the most common causes of surging/lumpy idle.
