Timing belt tight enough? W/Video!

Default Timing belt tight enough? W/Video!

Servicing the timing belt on my 99 Civic EX. I can't seem to get the tensioner to tension all the way up the slot.
Here is a video of how tight the belt is now:

You can see at 00:33 what I am talking about with the tensioner, you can still see a good amount of the slot left.

I cannot get the intake side to go even close to 90 degrees and the exhaust side just seems too loose as it will turn 90 degrees.
Procedure I used:
I installed the timing belt in the factory sequence.
Turned the engine CCW 6 times
Moved the cam 3 teeth past TDC and then loosened and re-tightened the tensioner.
Still seems too lose.

I'm not sure, but on my 92 when doing the head gasket ran into the same thinking... I think as long as it's tight when your done turning the crank counterclock wise few notches (with the adjustment bolt lose) and that side of belt is tight it's ok if the other side is loser. Please correct me if I'm wrong cause that how mine is right now seems to run fine.

you're supposed to loosen the tensioner then turn the belt 3 teeth on the cam gear.

Loosen the tensioner bolt, then rotate back three teeth on the cam gear, then retighten the tensioner bolt.

The timing belt wont be singing tight so don't expect it to be.
