Default 95 accord D4 light blinking & speed'o problem

I know this has probably been a topic before but I have a few things going on here and need some opinions / advice. I have a 1995 Accord, 2.2 VTEC, auto trans, 4 door, power windows & roof. It has 212,000 miles on it. I bought it with 155,000 on it and was getting 28 – 30 mpg anytime, anywhere. At about 198,000 my fuel mileage started to drop. Over about a thousand miles it dropped to 24 - 25 mpg. I have changed plugs, wires, cap / button, air filter…all the usual stuff. I also had the timing belt changed. The shop said that the timing isn’t off and compression in all 4 cyl’s is normal. About 500 miles ago my speedometer started spontaneously dropping to 0mph when I was going down the road but in a second or so it would start working again. Now the speed’o only works about ½ - 2/3 of the time. My D4 light on the dash blinks after a mile or so of the speed’o not working and sometimes, but not all the time my engine light comes on. I have tried, a few times, knocking the car in neutral and shutting the key off, turning it back on and putting it back in drive. The D4 will stop blinking (unless the speed’o still doesn’t work)and the engine light will go off. I haven’t checked the mileage, but it seems to have dropped a little bit again. Also, may be my imagination, but when starting off from a stop, if the speedometer isn’t working, the car doesn’t seem to have quite the ‘pep’ as it does if the speed’o is working.
Any thoughts or suggestions?

You will need to pull the codes that are causing the CEL and D4 light to blink. You will need to jumper the TWO wire blue connector that is located below the glove box.
