Default B20 no power after 7k, No Fuel Pressure Regulator

Hi there, just bought a Civic B20 With a b16 Head, Ive been driving it today and it doesnt feel as fast as it should be, and after 7k it feels dead, ive checked and found out the guy has taken the Fuel Pressaure Regulator Off, Do you think this could be the problem? p.s put it against my mates completley standard b16 vti and he pulled a car gap on me, so you can see how bad it is, thanks

A stock fuel pressure regulator will work fine.
What engine computer is the car running?
Is the check engine light on? If so, what codes are being thrown?

I recommend checking the plumbing again. No pressure relief valve (regulator) = no fuel pressure. No fuel pressure = car won't run. Unless one of those crazy unicorns tuned it.
