im having some engine issues with my new crv need help

about 1500 miles since we bought it and already put in close to 2 quarts of oil.
it has a small leak in oil pan gasket but not enough to loose 2 quarts in that short amount of time.
when i looked at the car i thought it was somewhat suspect that inside was dark gold color.
under valve cover
dip stick was covered all the way up with dark brown baked oil
i removed the IM chamber and it is also dark brown color same with intake manifold
car has 195000 miles we bought it from original owner, old lady in her 40s maybe.
all maintenance was done at honda dealer but she might have ran it dry few times or low on oil
my engine looks same color as the following picture

also today i tightened FITV
and cleaned the IACV with carb cleaner
put it back on and the car would not idle at first it would just die as soon as i let go the throttle.
eventually after few minutes or revving it up and tapping on the iacv it started idling.
before it would dip the RPM at every stop light and the net was pretty clogged
FITV was a bit loose also
btw does a honda dealer have obligation to release all the maintenance info to me if i ask or can the previous owner call them up and aks not to tell me if there were any problems with the car?

for the oil consumption, check the pcv system.
also, when cleaning the iac, i like to do it in vehicle. this ensures that the port gets cleared out in the process. just pull the intake boot off and KOER, shoot your intake cleaner up through the iac port. while doing so, give the throttle a few sweeps. this exercises the iac and gives the cleaner more thorough contact. repeat the process a few times. after that's done, disconnect the iac and see where the base idle sits. should be roughly 500rpm. if not, adjust the idle screw until it is. reconnect iac. idle should be at roughly 750rpm. if so, clear the codes. do this on a warmed up engine. after the process is complete, allow vehicle to idle for 5 minutes to allow idle relearn

i did both actually
unbolted the iac and cleaned it throughly and then when i finally got it to idle icprayed it into the inlet and let the iac move around a lil bit but idle is still low.
the idle screw has never been messed with and i plan to keep it that way.
the pcv valve on the head was a bit dirty i also didnt see a valve going to break booster like on integras is that somewhere else?
the car was warmed up when i did it, i sprayed little by little untill the iacv cooled down and then soaked it and flushed it after
did same with my integra and it eventually started working after about 2 weeks but integra had bouncy idle not low idle

If it has baked oil and discoloration like that with almost 200k, it's likely to have sticky rings causing oil to get by. This is something every Honda will succomb to. Pcv, and other seals are unfortunately wishful thinking but I'm fairly certain as I have seen it time and time again over the years.
My techs and I (Honda dealer service manager) have been experimenting with chemicals to unstick "sticky" rings... so far so good. I agree with above poster that most likely it is stuck piston rings.
The Honda dealer it was serviced at should have no problem giving you the maintenance records.
