Default Slight burning smell

Hi there, I drive a 1998 Accord LX and I have just started having this issue within the last week where as I exit my car after being driven maybe 10 minutes or so there is a faint (probably only so faint because I dont drive far for work).

I had walked around my car and popped my hood, there did not appear to be any smoke from under the hood, there wasnt any fluid dripping from underneath and the smell only really seemed to be present around the rear passenger tire.

So tonight I had my window down while driving through my apartment complex and I could hear a repetitive "rubbing" sound that seemed to sync with the tire rotation.

So does it sound as though my parking break has seized? If that seems to be the case, what can I do about it? Is this an emergency situation or will it just cause my emergency break to wear?

I dont really have the money at the moment to take it to a shop, so if there is something that I can do myself it would be great. But I also dont want to be a hazard to myself and others on the road if it can be a big problem.

I dont know much about cars so excuse me if I dont know the proper terms to be used here.

Thank you in advance for the help.

What kind of smell? Is your car lowered? Is the tire rubbing?

I dont drive far to work so the smell is never too strong but I believe it to be a burnt rubber smell.

My car is not lowered.

Like I said in the original, I think I could hear a rubbing noise that seemed to match the tire rotation, the only thing that makes me unsure about the sound I heard being the tire rubbing on the break is that the sound was not continuous it was happening very rapidly with (as far as I could tell) the same amount of time in between each "rub"
