do rear tie bars make a big difference in handling?
I would rather opt for the ITR rear sway bar. You'll get much better results.
As for the tie bar - I have a DC Sports Rear Lower Tie Bar and honestly, I'm not sure how much, if at all, it helped.

I have the Skunk 2 rear lower tie bar. It doen't do a whole lot, but the front one that I got from Cusco did do a lot. The rear ones look better than they perform.
rear lower tie yes it does... made the rear end come out much more predictably and smoothly on my del sol... this is with no sway bars... on my integra umm i dunno but i have a neuspeed
