Default f22b1 running poorly and will not pass 5krpm

ok, so i have been having issues with my car lately. sometimes it runs fine but other times it runs like it has no tourqe and at 5krpm it loses power, makes a sputteing sound and it feels like it is not getting any fuel or somthing like that. anyone have an idea what the problem could be? this only happends like 2 times a day. but it runs fine most of the time.
it is a 5speed vtec f22b1 running on a chipped ecu. vtec is set at 25krpm, has intake, the 02 sensors, egr system are bypassed, those are the only "mods" it has and my speed sensor does not work
forgot to mention that my iacv is clean and the small vaulve under the tb is clean aswell. all my sensors work too. i have no cel
thanks in advance.

It's really difficult to troubleshoot a car with all them bypass's and mods. This is why I never buy modified cars, too many headaches.

are you sure check engine light even works? does it light up and go away after turning on the key. 5k rpm limit usually means limp mode which would cause a check engine light. what i would do is check spark plugs. they look good? gap them just in case. also can you post pictures of what they look like when you take them out? when was the last tune up. this can be caused by a failing coil. i would ignition control module but im guessing your rpms are always stable. also check fuel pressure. make sure you have no air leaks.

I believe the speed sensor needs to work to activate vtec.

i believe he hit this on the head. i had an f22b1 where the vtec solenoid was not getting power (some wiring) and the motor would fall on it's face around 5K. once vtec was wired properly, it pulled all the way like it should.
