Sorry I apologize if I sound stupid I just have zero knowledge when it comes to Ecus and tuning. The car came with a p72 but vtec didn't hit so he had it ran to the horn......... Idk why and I refuse to have it like that so I hoped picking the p28 up would help. It has 2 step at 4400 but I don't even think its actual 2 step because when driving I can't go past 4500. Sorry if i sound dumb, the main reason why I'm posting is to learn

The P72 probably didn't hit VTEC due to your check engine light being on. Get the car tuned on the P28 before you damage your new engine.

How could I diagnose what's throwing the code ? I plugged the scanner in and it wouldn't communicate with the ecu

The scanner will only work with the factory ECU.

For the P28, look under the glove box for a blue 2-pin connector. Sometimes it's inserted into a green rubber holder. Use a paper clip to short the connector and put the ignition right before start. The check engine should come on along with the fuel pump then the pump should turn off and the check engine light may start to blink. A long bilnk is 10 and a short blink is 1 i.e. 2 long blinks and 1 short blink is equivalent to 21 (10 + 10 + 1).

If the light doesn't blink and just stays on, you don't have a code yet so start the engine and wait to see if it blinks. If it still stays on, you have no codes so pull the paper clip and the CE light shoudl turn off.

Get back with your findings.

It's running a step down harness could that have anything to do with it ? Also in the bay itself there's a few plugs that have no place to go.

You either have a bunch of bad sensors/ignition (doubtful) or open/unconnected plugs. If you are not mechanically inclined, you should seek assistance.

There are a few sensors that are not connected, 1 of which being on the intake manu but the connector doesn't fit it, it's a skunk 2 mani idk what connector to get to splice in and plug, also behind the block there are a few as well that are not connected but have no were to connect to. The harness honestly looks like a hack job. I'll post pics in a min

ECT, Engine Coolant Temperature, is on the cylinder head

CYP, Crank Sensor, i think for your car if it's part of or near the oil pump but on OBD1 (92-95) cars is a module within the distributor

VSS, Vehicle Speed Sensor in on the transmission

VTEC Solenoid is on the cylinder head

The first pic you posted is the IAT, Intake Air Temperature Sensor but you didn't throw a code for that so yours must be connected on the Air Intake Arm/tube.

Get someone with Honda experience to help you or bring your car to me in Puerto Rico ;-)

So can I take the sensor out of the intake mani and put a block off plate ? To make it look a little cleaner. As far as the crank sensor the block is a b18al so it's obd1 correct ? I just wanna clean this thing up a bit. If I was able to get out to pr I probably would and wouldn't return to NY lol. The car has an issue with idle after gettin on it a bit, it will idle at 2k and won't go down unless I turn car off then on again. The speed sensor on the tranny i believe is messed up cuz the speedo chills at 20 then occasionally jumps up to the correct speed. Should I just pull that harness out and try to find the correct one ? Or just remove un needed clips and solder in proper sensors there's also another part of the harness that's completely cut and is only running to two sensors

Yes

Yes, but since your car is a 98, you are running and OBD2A engine harness. If you are getting code 9 with the P28, either the distibutor, wiring or ECU is the problem and you need to narrow this down first (see attachment).

You could also try another ECU or distributor in your car or try your ECU and distributor in another car.

The car has an issue with idle after gettin on it a bit, it will idle at 2k and won't go down unless I turn car off then on again.

Get it tuned

Get a service manual or look online for it and verify the wiring.

there's also another part of the harness that's completely cut and is only running to two sensors

If one of them is 1-wire and a circular female, that's the ECT wire

Did you read the PDF? It'll help you troubleshoot code 9. Also, yes, try the P28 to see if the code are the same and report back.

Consistancy is good - ECUs have been eliminated so now you can concentrate on the wiring and sensors.
