have everything hooked up to car but won't start but it does attempt for like 5 secs and then quits

I've checked spark, fuel, etc...

I don't have a downpipe yet so its just the header but shouldn't it still run just be loud

any suggestions

 

Got it to start with f23 or original ECU but doesnt work with ECU that i got from hmotors which is PCB i believe

 

Car has car been converted to obd-1?

 

negative obd 2 still

 

Is motor obd-2? I swapped a h22 type s n my 99 accord and had same problem till I went obd-1

 

I believe so it came out of a 2000 they started making this engine in 98 so should be

 

I don't know if that ECU has immobilizer? I can't remember if JDM ECUs do or not.
