98 civic dx front lower engine mount bolt & nut broken
I went to change my ball joints today and i noticed he lower engine mount need to be changed, So i went to unbolt it from the frame and the nut broke the weld inside the fame rail so it just spis freely. I looked around to see if there was a access window but i couldn't find one. Is there a way to fix this?

Not easily. Cutting a hole is one way. I've heard of people removing the bumper and assorted parts to get access to inside of the frame.
I have the same problem. I decided to put a couple of spot welds on it and then remove the ac bracket from the block as needed.
In your case I would cut (using cut-off tool) the bolt off and add a few spot welds to the new bracket (sounds like you have one bolt thats still good- regardless use spot welds as needed)
I would prefer to do this then cutting a hole in the frame. If you like it to look oem then you can always fill the hole with weld(after you cut the bolt off and remove mount) drill a hole and tap new threads for a new bolt. just my .02 cents
