Default f22b1 is lagging after 3k rpm

i swapped a f22b1 into my civic and it was running good after i chipped my ecu but last week i noticed that my car was waseting alot of gas and was lagging after 3k rpm. i did a tune-up and found out that i had oil in my sparkplug hole so i cleaned it up and my mpg got better but my car is STILL not pulling like before. has no oil leaks, good water level. anyone have an idea whats up with it? a stock 96 f22b1 vtec engine with chipped ecu

i am running it with a d16 ecu (because i could not find an f22b1 9 pin plug. they are all 4-6 pin plugs) but like i said, it was running good right after i chipped it and the car has a perfect idle. and has no check engine light. can anyonehelp???
