Default Help with wheel refinishing

Okay guys. the idea is simple the application isn't.



This is what I have^




And this is what I want to do with them. ^


I get its going to be some sanding, cleaning, priming, painting, and clear coating of where the black is going. But how do I clean off the haze of where the shiny face of the wheel is. Is that sanding with a fine grit as well? The close up of my actual rims doesn't show well, but its the same concept as the picture with the black on the wheel. How can I get that part of the wheel to be super shiny again?
