'92 Civic LX

Here's the scoop:

-All power windows do not function, there is no buzzing motor sound either.

-Fuses 4,5,7,8 read 7 volts and change with ingition system to on, and/or car running.

-ALL other fuses are right on the money

So what are we looking at here? Can it be..........

1) Power window relay
2) Power window switch
3) A "loose or dirty ground somewhere"
4) A short or bad wire somewhere (where?)
5) None of the above

What is most likely, what is least likely, where should I start what do I do?

Can you read a wiring diagram?

 

Check the voltage coming in at C440 [upper left corner of diagram] if its 12volts or more replace the relay.
