Battery not fully charging

I have a 95 civic that I have replace the alternator and the wire that goes from the alternator to the fuse box and the battery will not charge. The indicator light is not on but the circuit is fine. I have about 14.3 volts from the alternator bolt and the beginning of the wire, but when I get to the end of the wire at the fuse box I only have about 12.3 I also get 12.3 at the battery. Does anyone know what the problem is, because I have replaced an alternator that was tested outside of the car at the parts store and the store said the alternator is fine. When I tested the old alternator and the new one on the car the part store guys said that I had a bad regulator on both alternators.

I did that and it isn't open it has continuity also it doesn't have excessive resistance and to make sure that the alternator wire wasn't the problem I replaced it with a new good wire and I am still only getting 12.3 at the end of the alternator wire where it meets the fuse box using either wire.
