Default OBD1 ecu in OBD2 car

okay, so i have a 98 hatch with a mini me d series swap, OBD2, and i have a po6 ecu and wiring harness, OBD1. im looking to put a b series in soon but i have to pass emissions first to make sure the title is clean. should i buy a OBD2 ecu and wiring harness and then buy the new motor or should i go ahead and buy the motor and ecu.

I mean I'm pretty sure it's not but just in case. I bought from some guy and the title wasn't in his name. So that's the only thing that bugs me.
