You risk damaging the gauge by moving the needle. Avoid that.

Use a multimeter to check whether the wire that runs from the cluster to the sending unit connector has a short.

Describe the test that you did and what the multimeter reading was.

That's probably just dielectric grease. Post a picture.

Dielectric grease seals the connector from moisture. Don't remove it.

Ask him to describe the test that was done and what the multimeter reading was.

The proper test is to look for continuity to body ground (=short)

Unplug the sending unit connector on the fuel cover. Set multimeter to measure resistance (Ohms), or continuity if your meter has that feature. Touch one meter probe to the fuel gauge wire (Yel/Wht wire terminal) in the connector and the other meter probe to an unpainted part of the metal chassis.

One what? Do you have a digital multimeter? Are you measuring resistance (Ohms)? What Ohm scale is your meter set to? Or is it auto ranging?

Key off

This happened when the sending unit connector was unplugged and the key was in ON(II), right?

then i plugged it back in and it slowly started going up
it hit half tank and stopped for a min
Only with key in ON(II), right?

i turned the car on and it went all the way passed full
After you started the engine, right?
