So I bought the car and that wire was there. It wont run and power wont go to anything with out having that jumper wire there. As you can see it can get pretty hot, It melted the rubber off itsself.

Can you test the fuse.

I'm trying to figure why the ELD is being used....what year is this?

Well, for one thing one end of the wire is connected to is the battery fuse. Appears to be bypassing the fuse in the circuit. If the fuse was blown, the car won't start, etc.

That is a very dangerous looking hack job.

The fuse is good. Its on a 91.

i would say pull the fuse box off and find out why your not getting power to the other side of the fuse. if the fuse is good and still wont light up and turn on then its obvious your not getting power to one side of the fuse

I would say it is either a problem with the ELD (which is part of the fuse/relay box) or the ignition power circuit (as I don't see a Blk/Yel wire (ignition power) going into the ELD.

That wire is not going to that plug. it gos from that metal thing to the battery fuse not that plug like it looks.
